Your new DC as a new IP address. All off your clients are pointing to the old address. In my opinion you will have to visit every workstation and do an ipconfig /release, ipconfig /renew.

DHCP was on the old DC and I have installed it on the new DC. I
have 2 DC but DHCP was not on the second one (I know weird) not my
making, I inherited it.
I had the new server up for a day before the old DC died hard drive
crash.
I had made the new server a DC and GC and had them synced but had not
done DHCP yet on the new server
DNS is on the new DC and I am pretty sure it is working ok.

Where was DHCP installed, and where is it now?
When you say New DC.. I take it you only have 1?
How did you do the migration to the new DC?
Where is DNS and what's the config?

Good Morning,
I have a bad DHCP problem.
I have replaced our Primary Domain Computer and I think I have messed
DHCP up badly. The new Domain Controller has been given the same IP
address as the old on and when I go into DHCP console the old server
name shows up for the DHCP computer.
This was an emergency switch as the old DC has died.
