Default activemq.xml should not have snippet stuff in it

The default configuration file should not have the {{<!-- START SNIPPET:
example -->}} stuff in it... and should probably also include a standard
{{<?xml version="1.0" encoding="UTF-8"?>}} header.
And the xml indent of this file is not consistent.
