Windows Service High CPU Usage

When running ActiveMQ as a service using the Java Wrapper Service, the CPU
usage is 100%. My logging levels are set to ERROR and there is nothing in the
log. I have tried both methods of JWS: WrapperSimpleApp and
WrapperStartStopApp. Perhaps this is a JWS issue but I've been searching
around and anything I've found points back to the application.
The workaround is to not run ActiveMQ as a service but that is not the optimal
solution in a production environment where ActiveMQ needs to start upon re-boot
of the machine.
