I've just been trying this and if you modify the activemq[.bat] file JMX variable to:
[set ] SUNJMX=-Dcom.sun.management.jmxremote=true -Dcom.sun.management.jmxremote.port=1616 -Dcom.sun.management.jmxremote.authenticate=false -Dcom.sun.management.jmxremote.ssl=false ... you can connect remotely. The default one is missing a few properties.
