If you are a mail administrator, then yes. If not, then no.

Sorry, I couldn't resist being terse. But actually, I'm not wrong. You
must first have permissions. Once that is established, then all you need
are the proper "hooks". Unfortunately, I don't know exactly what those
hooks are. But you can bet that Perl will access them with Win32::OLE.
You'll probably have to investigate Microsoft literature to discover the MS
Exchange APIs. Once you have that, converting to Perl should be pretty
straightforward.
