Not sure about the specific error messages you're getting, but 
the following points may be relevant.

1. The module is called Net::POP3 (note capitalisation)
2. Net::POP3 is part of the libnet 'distribution'
3. The libnet distribution comes with ActiveState's Perl
   (build 618 and beyond?) so you've probably already got it

If you need to install another module and you're behind a firewall,
you may need to set up the HTTP_proxy environment variable as per
the PPM FAQ:

Hello, 
I'm having troubles with modules ! 
It will probably sound a bit stupid, but I can't install any module. 
For instance, I would like to install NET::POP3 
I do : 
perl ppm.pl 
then, I type install NET-POP3. That asks me if I want to retrieve the packet

NET-POP3, and I answer yes. Then, it tries, but tells me about a HTTP post 
failure. 
Well, in other words, I can't set up any module. Please HELP me ! 
What should I type exactly ? should I download something ?
