Here's one way:

You can use https and cookies. That is, have all your pages check whether
the username/password cookies are set; if they are, verify them (e.g.,
against a database); if they authenticate, carry on; if not, redirect to a
login page where you prompt them for authentication credentials. Here, you
set their cookies if and when they log in successfully.

CGI.pm has some convenient cookie-handling methods.
