Maybe it isn't able to find the pager. Even though that's a bit 
strange.
Could you try

        SET PAGER=notepad
        perldoc -f sleep

Any difference?

Also could you try to edit the perldoc.bat and add something like

        print STDERR "Yep, perldoc.bat got started\n\n";

into it just below the 

        use strict;

?
