to download and install the syscomsrv service that will let you drastically kill the inetinfo.exe process. This may help when the servioce does not stop. The IIS server by definition does not exit the inetinfo.exe process when it is stopped btw. I developed this tool when I got infinite loop in PerlIs.dll programming with IIS3.0 and 4.0 a few years ago. BTW: it is GNU GPL. Unfortunately it does not solve your core problem.
