Active state has a good one called Komodo (this is not a plug) I've used
perl builder, Komodo, and cygwin VIM...which is bout the best. Komodo acts
just about the same as Visual Studio, or any other IDE for that matter. You
can break lines and so forth...it works great. Just costs a bit much...it
doesn't do anything I can't do with a normal perl -d option though...just
has a nice gui to it...and it runs on Windows and Linux.

They are supposed to be porting it to Solaris...so I've been told. ;-)

There are two others I use...

LightPad at http://www.metaproducts.com/lp.html
This is a lightweight editor that can edit just about any web-based
file...But it costs $25.00.

Eclipse at http://www.eclipse.org/ 
This is a freeware IDE designed for Java, BUT you can link in external
editors like LightPad.  Completly Java based so it will install and run on
any PC.  The best part of Eclipse is it's plug-in technology...If you need a
tool, write it as a plug-in and hook it into the IDE.

The only hitch I've found is that LightPad is a Windows only editor where-as
Eclipse can be installed on anything.
