Active state has a good one called Komodo (this is not a plug) I've used perl builder, Komodo, and cygwin VIM...which is bout the best. Komodo acts just about the same as Visual Studio, or any other IDE for that matter. You can break lines and so forth...it works great. Just costs a bit much...it doesn't do anything I can't do with a normal perl -d option though...just has a nice gui to it...and it runs on Windows and Linux.
