It is the local machine lockdown in IE introduced by SP2. This bug explains
a workaround to regenerate the docs so that they will display correctly:

The correct fix is for PPM to ignore any HTML included in an installed package
and regenerate it on the target machine. This will also make sure that the
style changes and other mungings are compatible with the local Perl version.
We'll try to do this for 814.
