If one goes for overkill and looks for something that handles many different languages including perl and is customizable, why not go for $0/license for as many as you want? I know two that run on all platforms. xemacs ( http://xemacs.org/ ) and emacs ( http://www.gnu.org/software/emacs/ ). i prefer x. the biggest initial difference is which side of the screen the scroll bar is on, but even that is customizable.
I believe Perl is one of the default languages it can compile and evaluate within itself.
