It seems to be a problem with tied hashes, which are used in both DBI and Config. At some point the PL_hv_fetch_ent_mh variable gets set incorrectly, which causes a hash key sv to be overwritten, etc. DBI.xs contains a block dealing with PL_hv_fetch_ent_mh, but it is ifdef'ed to only compile in 5.8.0 and earlier. When I compile a version myself and run the 'issue' script, the warning does not occur.
