I am afraid a discussion of Windows NT privileges and permissions is beyond
the scope of this mailing list, and beyond me (off the top of my head
anyway). "Programming Python on Win32" does discuss priviliges in minor
detail, but not with this specific example.
The "good news" is that this is not a Python specific problem in any way.
If you look for resources on NT security and sample code that uses LogonUser
(in any language) you can apply the same information to your Python code.
Try msdn.microsoft.com as a starting point.
