shlwapi.dll support?

Hi,

I need to call SHGetSpecialFolderPath(), but I don't see a wrapper for
shlwapi.dll.  Is there any way to do it?  Alternatively, is there any way to
call an arbitrary Win32 API, like in the Perl Win32::API module?
