You are quite correct in that ActivePython 2.0 did not require Windows
Scripting Host -  the dependency on it for ActivePython 2.1 was
necessitated by some new functionality for the newer installer.

You'll have to download Windows Scripting Host from Microsoft
http://www.microsoft.com/msdownload/vbscript/scripting.asp,
or install IE 5.0+ which comes with WSH, in order to install ActivePython
2.1 Build 210.

Once the install is complete you should be able to disable WSH without any
adverse effect on your ActivePython installation, if you so desire.
