Building wincerapi requires that the Windows CE toolkit be installed on your PC. MS have made a complete hash of that, and it only works with the released version of MSVC - not with the service packs. As a result, neither ActiveState nor myself have an environment that can build it. I have not tried getting the PocketPC toolkits to see if they work.
So I am afraid that you will need to build it yourself...
