Unfortunately it didn't work. Here's what I get:

PPM>install ActivePython-Debug
Install package ActivePython-Debug? (Y/n): Y
Installing package 'ActivePython-Debug'...

ERROR: Syntax error at line 1: garbage in DOCTYPE

Debug libraries are available as an addon PPM package.
You can install them by running:
> pyppm install ActivePython-Debug
