Carpooling programs at Australian/NZ tertiary institutions

I am currently investigating the development of an online service to assist staff and students to engage in carpooling to and from our campuses. As there seems to be a few different models out there for carpooling, I would very much appreciate feedback from those who have run or are currently running programs within their institutions:

  1. How do institutions ensure that drivers have a current and valid license and a road-worthy vehicle?
  2. What sorts of incentives are offered to induce staff/students (drivers particularly) to use the system and how effective have these been?
  3. To what extent has the program altered travel patterns? What was the program take-up and how was this measured?

I was thinking of supplying just an online forum to ‘meet’ another car-pooler and would expect that the site may only be visited once or twice per user, as after a car-pooling relationship has been established, there probably wont be further need for the site. Has this been that case elsewhere?

Your comments and assistance are appreciated,

Warm regards,
