Shannon, Here, when we deactivate a policy we use exactly the same channels of communication that we do to promulgate one. The breadth and depth of the distribution would be based on the needs of the particular policy. The exact note would be crafted from "whole cloth" each time. It's not been a problem because we rarely deactivate a policy-only a half dozen or so in the twenty years I've been here.
