Hi Pamina, Old Dominion University includes “Length of service celebrations” as an allowable expense for discretionary (non-state) funds. The only parameter noted is that “the cost of the function should be in proportion to the retiree’s length of service and position within the institution.” It also states that gifts may be purchased with discretionary funds for “University-approved events” so that would include recognition receptions.
