No, of course not.
Re-allocate their IP space to what?
Either to remaining IP fragments in older blocks or to CGN and/or IPv6. The very same what any provider has to do with its customers.
As I asked before: how many ISPs do have more than one "final" /22 in Use? If this would be a small number, we can skip any discussion about them and what to do.
