Does this matter?
Seriously: an IXP would only ever receive a "smaller than /24" assignment
if they ask for it. And if they ask for it ("a /27 is sufficient enough,
we're a small Island and there are only 10 ISPs here"), will it make
a difference if they receive a dust-/27 or something from the IXP pool?
(I could see arguments either way - so far the proposal is leaving it
as an implementation detail to the NCC)
