We have not received any comments in this Last Call phase.
According to the PDP, in this phase, "no comment" signals acceptance
(Last Call is there to voice last-minute or sustained and so-far
unaddressed opposition). Thus, we declare consensus and ask the NCC
to proceed with implementation.
