By then, all the IXP landscape will be DECIX global layer2 anyway,
so all we need is a /15 for DECIX, and all the ASes in the world can
connect to it.
Now, getting that /15 might be a bit complicated... maybe we really
need to go for "ipv4 over ipv6 transport", then, like the cloudfolks
already do...
