I agree with others that the entire policy collection needs - at the least
- a bit of a cleanup.
That doesn't mean it all needs to be done at once, on the contrary - doing
it in smaller chunks is more manageable for all.

In re Gert's comment on a lot of text being used; this is only a valid
criticism if the extra text is unnecessary - I don't think it is.

I support the proposal in its current state and wish for its adoption.
