The jenia4faces popupBox and popupFrame as well as the Tomahawk popup all have similar functionality. From the the description of the request, it sounds like Jenia's popupFrame would do nicely. It is implemented as an IFRAME so can therefore handle its own navigation and a close button, resize button and a maximize button. It is really quite nice. I know it isn't part of Trinidad, but why re-invent the wheel yet again?
