I wonder if there's a commandMenuItem you can use in your version (I think commandLink is intended for stand-alone hyperlinks).

In Trinidad, the solution for this is to use navigationPane hint="tabs" with 2 commandNavigationItem children. CommandNavigationItem has both action and destination attributes (so you'd want to use the "action" attribute and set partialSubmit="true").
