Call for sub-contractors

The EU FP6 Project COSPA, the Consortium for the Open Source in the Public Administration, is currently looking for subcontractor(s) to widen the scope of its experimentation of the transition to Open Source Personal Productivity tools in European Public Administrations.

For COSPA large experimentation is a key in drafting sound conclusions.
Therefore additional experimental sites are being sought.
 
The target subcontractor should:
(a) experiment the transition to the open source tools defined by
    the COSPA Consortium in at least 1500 work sites in public
    administration offices;  the target tools currently include
    OpenOffice.org (as the first step) and Linux Desktop (as the
    second step);
(b) perform the related activities, including the participation
    in  requirement acquisition activities, evaluation sessions,
    development of a knowledge base of the results, participation
    at dissemination and exploitation activities;
(c) let the consortium evaluate the results of the transition with
    the experimental set up defined by the consortium, including
       (1) the administration of questionnaires to the experimenters
           and
       (2) the application of the PROM tool;
(d) belong preferentially to a new member state or an affiliate
    state, even if exceptions might be granted

As for the regulatory of European Commission, the work of each subcontractor will cover only the execution of limited part of the COSPA project.

The maximum award per subcontractor is EUR12,000 all inclusive.
 
Interested parties should send their statement of interest by January 15, 2005 by email to:

The statement of interest should include:
1. The motivation to join COSPA as subcontractor 2. Details of the 1500 work sites to use in the experimentation 3. The amount requested 4. The completed questionnaire on the Open Source tools and of the

   Open Data Standards in use - the questionnaire can be found at URL:

5. If the applicant is not a public administration, detailed
   commitment letters of the public administrations that will
   be involved in the experimentation, including contact people
   in such public administration that will be contacted to ensure
   their commitment to the project

The consortium will evaluate the requests based on the following
criteria:
1. Clear evidence of the possibility to satisfy the duties as subcontractor 2. Motivation and commitment 3. Potentials for followup partnerships 4. Synergies and complementarities with the rest of the consortium 5. Best price-quality ratio

Preference could be given to applicants where currently no COSPA experimentation is undergoing.
