VCDs - since I don't yet use premiere to make my vcds, I hesitated to
answer because, after all, this is a premiere list but . . .
 
I use a program called "ProShow Gold" by photodex to create and burn
VCDs for my business.  It has the option to burn CDs or DVDs - VCDs or
SVCDs, etc. . . . not as powerful as Premiere but it's also much easier

i can't say for everybody, but this has been asked and
answered...searching the archives would do you good. i will say this
though VCD is really low-resolution worse than VHS though it's often
compared to VHS. SVCD is better quality, only problem those won't play
on 99% of set-top players. SVCDs will most often work in a computer
DVD player, not a standalone. as far as making the mpegs use whatever
you like. you'll be saving yourself a step or two by exporting from
Premiere.
