Frank:

Question:
What program did you use to make the composition?

Answer:
For my animation, I rendered a 3D scene in LightWave.
FYI: LightWave is a 3D animation (cgi) program used for
creating computer animation and special effects.

NOTE:
I was really replying to:
"how do you turn an animation into an animated gif"
I mistakenly assumed that you already had an animation file.

How you create the original animation is really up to you.
If you have AE, you could create the animation there.
You could also use an existing animation (from the web, video capture, etc)

Question:
What was the length of the animation before you
imported it to the ulead program?..

Answers:
If I'm rendering an animation in LightWave, to be used as an
animated .gif, I render it between 10 to 15 fps.

If I'm using an existing animation, I'll convert whatever it's frame
rate is , to 10 or 15 fps.

More fps will look better, but the file size gets too big to use as
web graphics.

I try to keep the animation to 1 or two seconds.
If I'm using the 15 fps settings, the 2 second animation
will only be 30 frames.

I also try to create an animation so that the first and last
frame is exactly the same. That way, when the .gif loops, you don't
get a jerk or jump when the .gif starts again. If you do it right,
you shouldn't even see when the loop starts again.

Re:Looping
The HTML only loads the image using the "img src" tag.
The looping and frame rate is set in the animated .gif settings.

Question:
"Export this as a GIF, upload to your server then use as a link as
you would a banner for linking.. is that right?"

Answer:
Yes

After saving the .gif file, and name it something like: banner.gif
Log onto your server.
NOTE: I created a folder in my root directory named "logos" (without the quotation
marks)
Upload the .gif into that folder.

If you do these steps, the HTML would be something like:
<a href="http://www.whateversite.com";><img src="logos/banner.gif"></a>
