Rick, I have never used the ramp effect and I am not sure whether it is the same in After Effects as it is in Premiere Pro. But I found this online and someone asked the same question you did. This is the reply they got. Import clips in AE, put them on timeline, go to Layer/Enable Time Remapping (or Alt-Ctrl-T) and then keyframe your speed changes right there in the timeline. Enable Frame Blending so that you get some motion blur with that and remember to select the proper field order in "Interpret Fields" for the clips you speed up and down. Voila.
