Couldn't you use the Titler, Transform tool and some keyframes to create the effect? Maybe rent a copy of Poltergeist, it has the effect you are talking about. Interesting question. You see that effect sometimes in movies, like at the end of a movie, to indicate the movie is finished and there should be guidelines somewhere about how to create this effect.
