Does your current isp allow you to install a sql forum? (like "simple machines") I imagine a sot of classified / want-ad forum would be very applicable. In addition, so you don't have to convert and store all of the files, I (or someone else) could develop a cgi-javascript submission page, where people can categorize their video, give keywords, give duration, camera model, clip format, etc. As well as accept a copyright notice. While at it-- I suppose you could either have someone upload their own wmv file, or point to an off-site location.
