Hi Randall:

The simplest way to make a title flash on and off is to duplicate it.
Just make the title and shorten it to "One flash", then cut and paste
it along the timeline leaving gaps for when it is "OFF". ME? I'd
probably just go into Clip Effects, opacity and keyframe it 100% for
on, and 0% for "Off" to make it flash. 

Now: here's a suggestion. . . Make it look like a flashing neon sign!
place the title on two timelines, change the color of the top title
text to look "more bright", and then "do that flashing thing" with cut
and paste or with keyframes. The result? You'll get a dull sign that
"flashes" on and off.
