Hi Martin: Here's a start; place your dancing video on the top track, and under it place the sign on a lower number track (you'll need to reduce the opacity of the upper video to see the lower track).
If as you watch the video, the sign doesn't move around on the wall (due to camera movement or zoom) then use a 4-point garbage matte on the dancing (top) video around the sign. This "cuts a whole in the video to let the sign show through". I may have this part backwards, so if the forum has a better idea, listen to them. Now, the next problem is that if the dancers pass in front of the sign they will disappear behind the matte. Use keyframing to manipulate the matte as the dancers pass in front of it (you may need 2 mattes, one left and one right). Or, You could just re-shoot.
