Delete these images from your bin. Go to Edit>Preferences>General and set the Still Image Default Duration to 1 frame. Re-import the frames to the bin and they'll be 1-frame. Whatever the prefs setting is, that's what they'll be, but the setting has to be set prior to import in order for it to take place.
