Hi Keith:

Right click on the segment of video you want to "Slo-Mo" and look for
"speed-duration". For example, set the speed at 25% and you'll get a
4X slow-down. Careful, it will lengthen that clip by 4-times, so leave
room for it to grow in length. 

LOL: Here let me fully explain the video effects in this next portion.

One parting editing shot, just because the program can do it don't
think it should be done. I just got sent the most awful travel piece
with every effect and transition imaginable overlaying the worst video
work I've seen in a while. AND it wasn't even my editing!
