May I add that although a powerful graphics card will not help much, having as 
much fast memory onboard the graphics card will ease the load on the CPU and 
has speeded up every PC that I've ever upgraded with a 'more' memory' gfx card.

Also, if you're going to keep your storage on a network (as I do) ensure that 
your motherboard has onboard gigabit LAN. 10/100 just doesn't cut it these days.

  That is a tough question - note in the PC world it will be rare to find two
  machines alike, and there is no single "best bang for the buck" setup.

  Just remember that for video editing, several disks and lots of disk space
  is necessary, hefty CPU capability speeds up rendering, and lots of memory
  helps even will smaller projects. A powerful graphics card will not help
  much. 

  Allocate most resources for: 

  1. quad-core (highest speed is better and more
  cores when they come out - I have quad and can see CS3 uses all of them to
  their fullest at times), and oh how I wish they all would run at 6 GHz!

  2. disks (multiple drives for editing - I have a
  300gb system and 500gb 2nd drive and that is not enough, adequate storage
  space - I have 3tb NAS on a network which is just right, today), 

  3. memory (64-bit OS allows directly accessing more
  memory, we're told, but I have no experience with it - I have 32-bit with
  4gb and occasionally run into limits). 

  And if finished products includes DVDs it may be a good idea to include a
  Blu-ray drive. I don't need any capture capability so can't address that
  aspect.
