It may not be the dvd at all, try deinterlacing the footage.
I always do this now when I first start a timeline then all the 
footage is deinterlaced. With out this the movement is blurred.
Right click on the timeline, go field options, go always deinterlace.
There is also a export setting for deinterlacing I can not recall 
where it is I have not used it.
