I had exactly the same problem some time ago. At first I reinstalled 
PPCS3 and tried to
uninstall afterwards,  but again it would not completely remove everything.
In such a case I also rather format the drive and re-install from scratch.
A few hours work but at least you know everything should be clean now.
I am not editing HD material so I went back to Prem Pro CS2 which has 
served me well ever since.
