I am not the most educated computer guy on this forum but would 
recommend to consider the following:

If there is only a slight chance that you want/have to edit AVCHD in the 
near future you should select
your hardware around CS5 rather. It has been much improved over CS4 in 
that regard.

CS5 only runs on a 64bit OS. That means you will need Win7 64bit 
allowing you to install plenty of RAM
(the more the better). Your motherboard must obviously be capable of 
accepting that RAM.

Also consider utilizing the new Mercury Playback Engine in CS5. You can 
read all about it at the
following link. They also tell you which graphics cards will support it.
