Start by reading this Wikipedia article on Telecine. http://en.wikipedia.org/wiki/Telecine Telecine is the term originally used for methods of converting from film frame rates to different Television frame rates. Note that many cameras claiming to shoot at 30 FPS are actually using 29.97 or 29.976, especially if they're shooting NTSC compatible video.
