In case Adobes is good enough, in the Effects panel of Premiere, open up
Video Effects, then Distort. You'll see Warp as one of the choices. Drag it
onto the clip in the sequence. Then go to the Effect Controls panel to
adjust the warp parameters to your heart's content!
