If I remember correctly, Adobe's line was that the typical video editor wanted/ 
was better off with a simpler package of audio fix tools for day-to-day editing 
needs.  I wonder if the main reason it 
was dropped from the Suite for a while was that the Mac version wasn't quite 
ready yet and Adobe wanted to keep both platform packages consistent. Just a 
guess.
