It depends on the camera you are using. If your camera has a Firewire out you don't need a capture card at all. Connect it to a Firewire port on your PC and Premiere will do the rest. As far as I know just about all HDV cameras recording on tape have Firewire. If you do not record on tape you would not capture but copy the clips to the computer. For that different manufactures supply different programs.
If your camera has SDI out you would need a SDI card in your computer.
