Windows7 will run most any program ever able to run on a Windows platform. Some 
older programs require being installed and run in a "compatibility mode" 
because they may not recognize the modern OS. Any program built to run in 32bit 
will run in 32bit on a 64bit system. You will need a newer version built to run 
as a native x64 if you want to utilize the additional power of 64bit like more 
memory access. 

I believe that starting in May of this year Adobe will offer it's entire CS6 
Master collection for only $50/month on a subscription basis. While this may 
sounds like a lot it is a better value then buying 2 of the smaller suites 
every 2 years and should be updated continually (I alternate between the 
Production Premium & the Web collections).

If you do upgrade to a newer version of Premiere you should also look into a 
video card that supports "Cuda" core technology as if will render your work in 
a fraction of the time. I cut 90% off my render time, seriously.
