It's an interlacing issue. Check your field dominance. NTSC SD is lower field. PAL SD and both PAL and NTSC are Upper field. If they are reversed, you can get that. Also, if the dominance is correct and you have pushed the video down in the image an odd number of fields then interlaced it again during export, that can happen.
