Part of the answer is that both videos are not the "same format".  Mpeg
defines a standard which encompasses a family of parameters and variables
including both the file format and information about a video contained
within the file. That fact that your video is 720x480 is a single minor
parameter. Bit rate, color info, and compression algorithms are others
parameters, and there are more, affecting your video.
 
To speculate, likely the original video is from a camera which puts into the
file descriptions of pertinent parameters (frame size but also color info,
compression, etc.) helpful to process that video. Encore, on the other hand,
is expecting video to be in a format which conforms to the DVD standard,
something quite different. Encore can convert a few non-DVD formats
depending upon the file format and certain parameters therein, into the
necessary DVD format, but Premiere is designed to calculate correctly based
on all the camera's given parameters and to do all the necessary
conversions.
 
I don't know what "safe zone" has to do with this.

Hi everyone,
I am flummoxed by a circumstance when bringing a video into Encore from
Premiere. For instance, the original video is an Mpeg II, 720 * 480.
When I bring it into Encore it exceeds the safe margins and cuts the sides
off when presented on TV. But, if I bring it into Premiere first, adjust its
size to within the constraints of safe margins, render, and then import to
Encore, it fits perfectly. Both videos are the same format, at 720 * 480. I
can't figure out what is different about the two videos, considering all
parameters appear to be the same, even after rendering. Anyone have the
answer?

Also, how can I do a batch process to convert the videos to safe zone
compliance? Thanks for your time and knowledge.
