You are correct, it is the license option in smit - "smitty chlicense"

By default I believe it is set to 2.  If you are on 4.3.2 or below, then
you will have to pay for additional licenses (at least that's how it is
on a regular AIX box).  Now on AIX 4.3.3 IBM has provided an unlimited
license system, yes you will still have to license them on the system,
but it is no longer a chargeable item.

I've got non-root users now working on system support for ADSM
on a 3466 (writing perl scripts for me)
and I noticed its restricted to a couple a logins.

Can this be changed?  is it the 'license' option in SMITTY??
that I can't verify is the correct thing to change right now because it
requires a re-boot????   (at least it told me that and didn't
 let me think it doesn't work)

and for extra credit....
do any of youse fellow 3466ers know if this is a contract restriction?
(don't underestimate IBM in anything)
